Public administration is under pressure. In the business world, it's long been a familiar topic: the so called ‚war for talents‘. Over the past few months, I had the pleasure of accompanying the city of Heidelberg as lead strategy consultant in developing their employer brand for the first time. An interactive and challenging strategy process packed with workshops, interviews, and surveys was actively participated by more than 1,000 employees (33%).
